Why is gavel laid instead of soil on grid substation grounds ?

Have you ever think about this? If soil is suitable, it will be easy to constructors keeping the ground as same as existing rather than applying crushed stones on it. So there should be a reason for this.

What is the task of this ground? Simply it tolerates the weight of equipment, and the main thing is when there is a fault happened in an equipment, that fault current is grounded, so the ground should make sure that the fault current will not come upagain and harm for living beings.

So what this has to do with gavel? Gavel/ crushed stones are good shock absorbants and they have good resistance. Because of these qualities, the ground potential rise will be less due to a grounded fault current. So the risk of having a shock to a person on the ground is minimum. Actually we need to make that risk vanishes. Gaveled ground is a part of that and there are other actions to accomplish that task such as implementing a good earthing system which helps to ground the fault current properly, applying insulated mats,etc.
